Prof. Eyyüp Günay İsbir was born in Elazığ in 1946. He got his bachelor’s degree at Ankara University Faculty of Law and his postgraduate degree at Ankara Economical and Commercial Sciences Academy. He lectured at Turkish Military Academy, Police Academy, Gazi University and Selçuk University. He managed a large number of thesis mentorship. He fulfilled the duty of chairpersonship of Inter-universities Board and became rector of Fırat University twice. He retired after his general directorship at Institute of Public Administration for Turkey and the Middle East (TODAIE). He is currently a faculty member of İstanbul Aydın University.

Prof. Burhan Aykaç was born in Çorum Alaca in 1952. He got his postgraduate degree at Gazi University Institute of Social Sciences. He has many publications about local governments, environmental problems, public relations and personnel management. He is currently the rector of Istanbul Gelişim University.

He is senior expert at Istanbul Policy Center and he is also faculty member of Sabancı University Art and Social Sciences Faculty. He received a title of Emeritus Professor at 2011. Before working at Sabancı University, Göymen had been a faculty member of METU at Department of Political Science and Public Administration from 1994 to 2002. He had been a head of Turkey Social Economic Political Research Foundation between 1989 and 1992. While he was working as counselor of Tourism Ministry between 1992 and 1994, he was in various senior positions at the World Tourism Organization Executive Committee and the OECD Tourism Committee. He worked as the vice-President of the Ankara Municipality for planning and coordination between 1978 and 1980. He had been a member of Management and Business Advisory Board of the National Productivity Center from 1976 to 1980. After he got his doctorate’s degree, he started his academic career at METU. In the period of 1974-1978, he was in editor in chief of Scientific Development Journal which is published in English and Turkish by METU. At the same time, he was a head of Public Administration Department and Dean of Student Affairs. Before he got his doctorate’s degree, he worked at Etibank as Organization and Method Specialist between 1964 and1966. Göymen got his undergraduate’s degree from METU at 1964 and then he got his master’s and doctorate’s degree from Political Science Department of Leeds University.

Juraj Nemec, born 22. 9. 1960, is Professor of Public Finance and Public Management at the Faculty of Economics and Administration, Masaryk University in Brno, Czech Republic and at the Faculty of Economics, Matej Bel University Banska Bystrica, Slovakia and, with 34 years’ experience in teaching in public finance, public sector management, health economics and policy. He published over 400 books, book chapters and scientific articles. He holds several positions in international organizations in the public administration area. He serves also as the senior advisor and has a track record of 20 years professional experience in various transition countries and as a key advisor to the governments of Slovakia and the Czech Republic.

Prof. Türksel Kaya Bensghir is a faculty member at Department of Business Administration of Ankara Hacı Bayram Veli University since 7 September 2018. She completed her bachelor and master at Erciyes University and also she has PhD degree from Gazi University. She was a research assistant, doctor assistant, associate professor and faculty member at Institute of Public Administration for Turkey and the Middle East (TODAIE) between 1989 and 2018. She was the director of TODAIE e-Government Center between June 2009 and July 2016. Prof. Bensghir was elected to the Committee of Experts on Public Administration (CEPA), which is a unit of United Nations Economical and Social Council, as the delegate of Turkey in 2013. She contributed to the committee in the field of e-government between 2014 and 2017. Kaya Bensghir, who became of the first Assoc. Professors at the field of management information systems, has lectured at TODAIE and various universities about management information systems and e-government and information technologies, organizational transformation, system analysis, information systems design, e-business, e-commerce information theory, cyber security management, digital state and social media politics. She delivers in-service seminars about e-government, information management, e-signature, and system dynamics.

He has a bachelor and master degree from Middle East Technical University and his doctorate at Hacettepe University. Also, he is the author of numerous studies in organizational sciences, Turkish Public Administration, organization-bureaucracy and personnel management. He is the head of Administrative Sciences Branch which is affiliated to Political Science and Public Administration Department.
